EU Council Agrees on Partial Negotiating Mandate for 2028–2034 Common Market Organisation
The EU Council has adopted a partial negotiating mandate for the 2028–2034 Common Market Organisation, proposing revised origin labeling and marketing rules.

Agreement on the 2028–2034 Market Rules
On October 19, 2026, the Council of the European Union reached an agreement on its partial negotiating position regarding the Common Market Organisation (CMO) regulations for the 2028–2034 cycle.
The Common Market Organisation serves as the foundational regulatory architecture for market interventions and operational rules governing agricultural commodities across the European Union. By advancing this position, member states have outlined their initial stance on how market mechanisms and commodity rules should operate across the bloc during the upcoming programming period.
Enhanced Marketing Standards and Origin Labeling
A core component of the Council's adopted mandate focuses on updating regulatory provisions for marketing standards and origin labeling.
Under the proposed rules, specific measures targeting origin labeling and standardized marketing requirements are introduced for key sectors. These sectors include rice, protein crops, beef, pig meat, sheep meat, and goat meat. The inclusion of these measures within the mandate is oriented toward strengthening product standards and providing greater transparency for consumers regarding the origin and characteristics of these agricultural products.
Exclusion of Financial and Horizontal Budget Provisions
The negotiating stance established by the Council is specifically designated as a 'partial' mandate.
This designation reflects the exclusion of wider horizontal budgetary parameters and direct financial allocations. The elements excluded from the current position remain tied to the broader inter-institutional negotiations on the 2028–2034 Multiannual Financial Framework (MFF). Comprehensive decisions regarding final funding and overarching financial governance will depend on the resolution of those broader budget talks.
