Vietnam Submits Draft Law to Consolidate Food Safety Oversight Under Ministry of Health
Vietnam proposes revising its Food Safety Law to designate the Ministry of Health as the lead agency, shifting to a risk-based and digital monitoring framework.

Legislative Proposal to Centralize National Food Safety Administration
The Vietnamese government has submitted a draft revised Law on Food Safety to the National Assembly, initiating a structural reform designed to establish a unified administrative focal point for food safety across the country. Under the proposed statutory revisions, the Ministry of Health is designated as the primary lead coordinating authority responsible for nationwide food safety oversight.
This legislative initiative directly targets the existing framework governing the food sector, which has historically divided supervisory responsibilities among three distinct state bodies: the Ministry of Health, the Ministry of Agriculture and Rural Development, and the Ministry of Industry and Trade. By introducing a central lead coordinating entity, the draft law aims to restructure the regulatory architecture overseeing food products and agricultural supply chain operations across the domestic market.
Shift Toward Risk-Based Assessment and Digital Supply Chain Surveillance
Beyond restructuring regulatory jurisdiction, the proposed amendments to the Law on Food Safety outline a shift in operational enforcement methodology. The draft revision sets out to move away from procedural inspection regimes in favor of risk-based management standards.
Under this model, oversight mechanisms are slated to integrate digital, data-driven monitoring across the food supply chain. This approach seeks to replace traditional procedural checks with systematic data collection and risk profiling, allowing supervisory authorities to monitor supply chains through integrated digital systems.

Inter-Ministerial Execution Under the Single Focal Point Principle
Addressing the scope of inter-agency governance, the President of the National Assembly emphasized that the draft legislation must be structured around a clear principle: "one focal point, one data system, one management chain" to enhance accountability across state oversight.
While the Ministry of Health is slated to direct and coordinate the overarching framework, regulatory duties will remain distributed based on technical specialization. The Ministry of Health will coordinate with relevant ministries—including the Ministry of Agriculture and Rural Development, the Ministry of Industry and Trade, the Ministry of Finance, and the Ministry of Public Security—which will continue to execute specialized regulatory functions within the unified national chain.
