Vietnam Directs Establishment of National Agricultural and Aquatic Commodity Exchange
Vietnam's government has directed the creation of a national agricultural and aquatic commodity exchange to address supply chain fragmentation and contract instability.
Government Directive for a National Commodity Platform
On October 30, 2026, Deputy Prime Minister Ho Quoc Dung formally requested the development and establishment of a national commodity exchange specifically dedicated to agricultural and aquatic products.
The high-level directive reflects an institutional effort to formalize trading mechanisms for the country's primary agro-fishery sectors, establishing centralized market infrastructure to oversee transactions and product flows.
Targeting Supply Chain Fragmentation and Contract Risks
The proposed national exchange is structured to confront entrenched operational vulnerabilities within the agricultural and seafood sectors.
According to the directive, key challenges targeted by the platform include:
- Fragmented Production: Addressing inefficiencies caused by small-scale, decentralized farming and aquaculture operations.
- Unstable Purchase Contracts: Curbing contract vulnerability and defaults across buyers and producers.
- Weak Market Links: Strengthening the coordination between primary production facilities and broader distribution networks.
Export Milestones and Annual Sector Targets
The policy push aligns with an expanding trade profile for the country's rural economy. Official trade figures indicate that Vietnam's agricultural, forestry, and fishery exports reached an estimated $62.89 billion during the first 10 months of 2026.
This performance supports the country's broader trade baseline as the sector progresses toward its designated full-year export target of over $74 billion.
