Poland and Romania reject Ukrainian requests to expand overland grain transit corridors and logistics capacity, raising risks of trapped agricultural supplies.
Deadlock in Brussels Over Overland Transit and Subsidies
Efforts by Ukraine to widen overland agricultural trade routes through Central and Eastern Europe have encountered a formal impasse. During meetings with European Union counterparts in Brussels, Ukrainian Agriculture Minister Taras Vysotskyi requested the expansion of overland transit corridors alongside €1.1 billion in financial support to subsidize elevated transport and logistics costs.
The appeals came as Kyiv seeks viable alternative export channels to move agricultural commodities outward. However, representatives from Poland and Romania formally rejected the proposal to build out transit capacity and storage infrastructure, citing structural limits and domestic economic considerations.
Warsaw and Bucharest Cite Infrastructure Limits and Farmer Protections
Officials in Warsaw and Bucharest signaled that their domestic networks are unable to absorb additional Ukrainian agricultural volumes without jeopardizing local agricultural sectors.
Anna Szumańska, spokesperson for the Polish Ministry of Infrastructure, confirmed that Poland is not planning any policy or operational adjustments aimed at raising the transit volumes of Ukrainian agricultural products across its territory.
Concurrently, Romanian Agriculture Minister Barna Tánczos emphasized that Romania cannot double the operational capacity of its railways, roads, train networks, and ports. Tánczos stated that protecting Romanian domestic farmers remains Bucharest's core priority, ruling out additional concessions for cross-border grain flows.
Danube Bottlenecks and Black Sea Maritime Disruptions
The transit dispute follows three consecutive months of Russian strikes aimed at commercial shipping and port facilities throughout the northwestern Black Sea, actions that have severely constrained maritime export routes.
The resulting shift toward alternative European logistics has placed unsustainable strain on existing systems. Romanian authorities reported that Romanian port infrastructure is already overburdened by the confluence of Ukrainian commodity volumes and historically low water levels along the Danube River, which restricts inland waterway vessel traffic.
Across the continent, existing European road, rail, and river transit routes currently accommodate less than half of Ukraine's necessary agricultural export volume, leaving land corridors unable to bridge the gap left by disrupted seaborne routes.
Inventory Traps and Projected Acreage Contraction
The closure of additional overland expansion options presents immediate operational and liquidity challenges for Ukraine's agricultural producers. Ukrainian officials warned that up to 35 million tonnes of agricultural commodities could remain stranded within the country this year if logistical bottlenecks are not alleviated.
Minister Vysotskyi cautioned that trapping inventories internally removes vital cash flow from the farming sector. Deprived of liquidity typically generated by commodity sales, growers will face acute shortfalls when purchasing critical inputs including fertilizers, seeds, and fuel. According to Vysotskyi, this financial deficit creates a direct risk that planted acreage in Ukraine could contract by 35% to 40% for the subsequent growing season.
